Celcode develops and manufactures haircare and scalp-care products under your brand at its Singapore site - shampoos, conditioners, hair masks, scalp tonics, serums and styling products - as custom or ready formulations. The range covers anti-dandruff, anti-hair-loss, frizz control, repair for damaged hair and gentle children's formulations, manufactured as liquid and semi-solid cosmetic preparations under an HSA GMP-certified quality system.

Products are manufactured as liquid and semi-solid preparations, which is the scope of the site’s HSA GMP certificate.
Custom or ready formulation
As with skincare, haircare products can be developed as a custom formulation built around your brief, or adapted from a ready formulation in Celcode’s range for a faster launch under private label. Scalp care in particular benefits from custom work, because the active system, the base and the sensory profile interact closely.
Textures and formats
Hair products use the same base types as skincare: mousse bases are common in styling and volumising products; lotion and cream bases suit conditioners and masks; gel and serum bases suit scalp treatments and leave-ins. The textures and formats page explains how each affects delivery and packaging.
Formulation attributes
Depending on the brief, hair products can be developed to be sulfate-free (SLS/SLES-free), paraben-free, phthalate-free, cruelty-free, vegan-friendly or suitable for Halal consumers. Each attribute is confirmed per formulation.
Testing, quality and compliance
Formulations are tested for stability and shelf life during development; production runs under the HSA GMP-certified quality system, covering quality control and release. Hair and scalp products sold in Singapore are cosmetic products and require notification to the HSA; Celcode prepares the documentation and checks claims so that the product stays within cosmetic scope. Minimum order quantities and timelines
Minimum order quantities are confirmed per product in your proposal. They depend on the development route, the packaging and the batch size. Celcode sets its minimums for small-batch launches, lower than the 5,000-unit minimums that are common with offshore manufacturers.
Timelines are set out in the development plan for your project. A ready formulation with existing packaging moves fastest; a custom formulation adds sampling rounds and stability checks before production is scheduled.

Which haircare products can Celcode manufacture?
Shampoos, conditioners and hair masks, scalp tonics and serums, leave-in treatments and styling products such as waxes, in liquid and semi-solid forms. Aerosols and pressurised products are outside the site's certified scope.
Are anti-dandruff and anti-hair-loss products cosmetics?
In Singapore, cosmetic products are those applied to the hair and scalp mainly to clean, condition, protect or improve appearance. Products that claim to treat a condition may be regulated differently. Celcode formulates within cosmetic claims and advises on wording during the regulatory check.
Can hair products be made sulfate-free?
Yes. Sulfate-free (SLS/SLES-free) shampoos and cleansers are a common request and are confirmed per formulation, along with attributes such as paraben-free, vegan-friendly or suitable for Halal consumers.
