Cleansers and make-up removers
Cleansers and make-up removers manufactured by Celcode in Singapore: foaming, gel, cream and oil cleansers, micellar waters and balms, with formulation notes.
Celcode manufactures facial and body cleansers and make-up removers in the main formats - foaming and gel cleansers, cream and milk cleansers, oil cleansers and balms, and micellar waters - as custom or ready formulations. Cleansers are among the most requested products from skincare brands because every routine starts with one; the formulation work centres on the surfactant system, which decides how the product cleans, foams and feels, and whether it can be sulfate-free.

What we manufacture

Formulation considerations
Surfactant system. The choice and blend of surfactants decides cleansing power, foam, mildness and whether the product is sulfate-free. Gentle systems suit sensitive and blemish-prone skin; richer foams suit oily skin and body washes.
Skin feel after rinsing. Conditioning agents, humectants and emollients are balanced so the skin does not feel stripped, which matters for daily-use products.
Actives. Cleansers spend little time on the skin, so actives are chosen for what can work in a rinse-off product: mild exfoliating acids, soothing extracts, and oil-control actives from the acne and oil-control solutions.
pH. Cleansers are formulated close to the skin’s natural pH unless an exfoliating brief calls for a specific range.
Attributes. Sulfate-free, paraben-free, vegan-friendly and suitable for Halal consumers are confirmed per formulation.
Packaging
Pump and flip-top bottles for gels and lotions; foam pumps for mousse bases; tubes for cream cleansers; jars for balms; sachets for samples and travel sizes. See packaging and branding.
Testing and compliance
Cleansers are stability-tested in their packaging, controlled for microbial quality under the GMP quality system, and notified to the HSA before sale in Singapore with documentation prepared by Celcode (regulatory support).
Who orders cleansers
Skincare brands launching a routine, clinics and salons building a retail range, and wellness brands extending into body care. See the industries pages.
How to brief a cleanser
State the skin type, the format (foam, gel, cream, oil, micellar), whether it must be sulfate-free, the fragrance direction and the packaging you have in mind. Choose “Cleanser or make-up remover” in the product brief.
Frequently asked questions
Can cleansers be sulfate-free?
Yes. Sulfate-free (SLS/SLES-free) surfactant systems are a common request and are confirmed per formulation. Foam volume and feel differ from sulfate systems, which is adjusted during sampling.
What is the difference between a micellar water and a toner?
A micellar water contains mild surfactants arranged as micelles that lift make-up and oil without rinsing; a toner is applied after cleansing to hydrate, balance or exfoliate. Both are liquid formats and both can be manufactured by Celcode.
Which packaging suits cleansers?
Pump bottles and flip-top bottles for gels and lotions, foam pumps for mousse bases, tubes for creams, and jars for balms. Compatibility with the formulation is checked before production.
