Skincare brands

What Celcode provides for new and established skincare brands: development routes, product ranges, small-batch minimums and regulatory documentation.

Celcode works with skincare brands at two stages - founders launching a first range, and established brands extending, reformulating or relocating manufacturing to Singapore. For both, it provides a choice of development route (custom or ready formulation), a full range of product categories, packaging and regulatory support, and manufacturing under an HSA GMP-certified quality system with minimums set for small-batch launches.

New brands

A first range has to do three things: fit a defined customer, be compliant in its market, and be affordable to produce in small quantities. Celcode’s process is built around that:

  • Concept first. The product development journey starts by defining the product’s purpose, customer, price point and market, before any formulation work.
  • Two routes. A custom formulation for the hero product; ready formulations for the essentials. Most first ranges mix the two.
  • Small-batch minimums. Minimum order quantities are set for launches that test the market, lower than the 5,000-unit minimums common with offshore manufacturers, and confirmed per product in the proposal.
  • Compliance built in. Products are formulated within the ASEAN Cosmetic Directive, labels are reviewed, and the documentation for HSA notification is prepared (regulatory support). Founders keep the responsibilities of the company placing the product on the market: notification, the product information file and marketing claims.
  • One address. Formulation, sampling and production happen at the same Singapore site, so meetings can be in person and revisions are fast.

What to prepare: the customer you want to serve, the products you want to launch with, a price point, the markets and a launch window. A formula is not required.

Established brands

Established brands come to Celcode to extend a range, reformulate an existing product, or bring manufacturing closer to their ASEAN customers.

  • Range extension. New products developed to match the existing range’s positioning, texture language and packaging.
  • Reformulation. Existing products adapted to remove an ingredient class, improve stability, change texture or meet a new market’s requirements.
  • Technology transfer. An existing formulation reproduced or adapted for Celcode’s site, with stability work and notification updates planned as part of the transfer.
  • Manufacturing in Singapore. A Made-in-Singapore origin, an HSA GMP-certified quality system, and shorter development cycles than overseas manufacturing.

What to prepare: current formulations or products, specifications and packaging, target markets, volumes and any exclusivity or ownership requirements.

Products for brands

Every category in the products section is available to brands: cleansers, toners and essences, serums and ampoules, creams and moisturisers, masks, exfoliators and peels, and hair and scalp care.

How a brand project runs

Brief → concept and development plan → formulation and sampling → packaging and regulatory checks → production → release and delivery. The product development page sets out what you decide at each stage and what Celcode delivers.

Frequently asked questions

I have an idea but no formula or supplier. Can I start?

Yes. Most new brands start with a concept and a customer. The product brief captures what we need, and the concept stage of the process turns it into a product definition and a development plan.

Which route should a first product take?

Many new brands launch a hero product as a custom formulation and supporting products from ready formulations, which balances differentiation against time and cost. Celcode advises on the mix after the brief.

What does an established brand need to move manufacturing to Celcode?

The existing formulation or product, current specifications and packaging, the target markets and the volumes. Celcode assesses whether to reproduce, adapt or reformulate, and plans the transfer with stability work and notification updates.
