Quality control
Quality control at Celcode's HSA GMP-certified site: incoming materials, batch production, packaging, labelling, testing, release, storage and distribution.
Quality control at Celcode operates under a quality system certified by the Health Sciences Authority against its GMP guidelines for cosmetic manufacturers. The certificate covers the whole chain - receipt of materials, production, packaging, labelling, quality control, release, storage and distribution - so every batch is made from approved materials, to a defined record, checked against its specification, and released, stored and traced by batch number.

What “GMP-certified” means in practice
Good Manufacturing Practice is a set of requirements for how a manufacturer organises people, premises, equipment, materials, production, quality control and documentation so that every batch is made consistently and can be traced. The HSA’s guidelines for cosmetic manufacturers encompass the recommendations of the ASEAN Cosmetic Directive on GMP. Celcode’s site was audited against them by the HSA from 29 to 31 July 2024 and holds certificate MCGM2500160, effective 29 July 2024 to 28 July 2027. The certifications page publishes the certificate in full.
Controls along the chain
| Stage | Control |
|---|---|
| Receipt of materials | Raw materials and packaging components are received, identified, recorded and held until checked against their specifications and released for use |
| Production | Each batch is made to a defined batch record, with in-process checks, on cleaned and maintained equipment, by trained staff |
| Packaging and labelling | Line clearance before packaging, label reconciliation, and batch identification on every unit |
| Quality control | Finished products are checked against their specification before release; results are recorded with the batch |
| Release | A batch is released only when its record is complete and its checks have passed |
| Storage | Finished goods are stored under controlled conditions, separated by status (quarantine, released, rejected) |
| Distribution | Dispatch is recorded by batch so that any unit can be traced, and complaints or recalls can be handled |
Documentation and traceability
Every batch has a record that links the materials used, the operators, the equipment, the in-process checks, the quality control results and the release decision. Traceability by batch number runs from the raw material through to the delivered goods, which is what allows a manufacturer to answer a customer query or, if ever needed, retrieve a batch.
How quality control connects to development
Quality control tests a product against a specification; the specification is written during development, when the formulation process and testing establish what the product should look like, how it should behave and what its shelf life is. Specifications for actives, appearance, pH, viscosity, microbial quality and packaging are then applied to every production batch.
What quality control cannot do
GMP certification is a statement about the manufacturing quality system, not an approval of any product. Each product still needs its own cosmetic product notification before sale in Singapore, and the brand remains responsible for the product’s claims and safety on the market. See regulatory support.
Frequently asked questions
What does the GMP certificate actually cover?
Manufacture of cosmetic products as external liquid and semi-solid preparations at Celcode's Geylang site, including receipt of materials, production, packaging, labelling, quality control, release, storage and distribution. It does not cover medicinal products, and it is not an endorsement of any individual product.
Can I audit the facility?
Client audits and visits can be arranged by appointment. Tell us in your brief if your company requires a supplier audit before production.
Is every batch tested?
Under the GMP system, each batch is manufactured to a batch record and checked against its specification before release. The tests that apply to a given product are defined in its specification during development.
