Private label skincare
Private label skincare with Celcode: ready formulations adapted to your brand, packaging and market, made in Singapore under an HSA GMP-certified system.
Private label skincare means selling products made from a manufacturer's existing, approved formulations under your own brand. At Celcode you choose from a range of ready formulations developed in our Singapore laboratory, adapt what your brand needs - fragrance, colour, texture, packaging and branding - and we manufacture, label and release the finished product under our HSA GMP-certified quality system. It is the fastest route to market and suits brands that want to launch or test a range without developing formulas from scratch.

How private label works at Celcode
- Choose a formulation. You describe the product and the customer; we propose ready formulations from our range that fit, with samples.
- Adapt it. Fragrance, colour, texture adjustments, actives within the formulation’s tested limits, and the formulation attributes your brand needs (for example sulfate-free or vegan-friendly) are agreed and sampled.
- Pack and brand it. You supply packaging and artwork, or Celcode supports selection and design. Labels are checked against ASEAN labelling requirements.
- Notify it. Celcode prepares the documentation for cosmetic product notification in Singapore; your brand submits it as the party placing the product on the market.
- Manufacture and release. Production, filling, labelling, quality control and release run under the HSA GMP-certified system at our Geylang site.
Who private label suits
- New brands that want to launch with a coherent range and learn from the market before investing in custom development.
- Clinics, salons and spas that need a retail range under their own name alongside professional products.
- Established brands filling a gap in a range quickly, or testing a new category.
- Wellness and lifestyle brands extending into skincare.
What can be adapted on a ready formulation

|---|---|---|
| Fragrance | Yes | Fragrance-free is also available |
| Colour | Yes | Within permitted colourants |
| Texture and viscosity | Within limits | Larger changes move the product into custom formulation |
| Actives and levels | Within tested limits | Beyond them, stability work is repeated |
| Formulation attributes | Yes, where the base allows | Confirmed per formulation |
| Packaging | Yes | Compatibility with the formulation is checked |
| Claims | Within what the formulation supports | Substantiated before they appear on the label |
Private label compared with custom formulation
| Factor | Private label (ready formulation) | Custom formulation |
|---|---|---|
| Formula ownership | Celcode’s range | Agreed in contract; exclusivity possible |
| Differentiation | Through adaptation and branding | High |
| Development time | Shorter | Longer: sampling rounds and stability checks |
| Development cost | Lower | Higher |
| Best for | Fast launches, range fillers, first products | Hero products and differentiated brands |
Many brands combine both: a custom hero product supported by private label essentials. See custom formulation.
Products available as ready formulations
The range covers the main skincare and haircare categories: cleansers, toners and essences, serums, creams and moisturisers, masks, exfoliators, professional treatment products and hair and scalp care. The products pages describe each category; the exact formulations available for a brief are proposed after we understand your product and market.
Quality, testing and compliance
Ready formulations have been developed and stability-tested in Celcode’s laboratory. Adaptations are sampled and, where they affect stability, re-tested. Manufacturing runs under the HSA GMP-certified quality system, and documentation for product notification is prepared for each product.
Minimum order quantities and timelines
Minimum order quantities are confirmed per product in your proposal. They depend on the development route, the packaging and the batch size. Celcode sets its minimums for small-batch launches, lower than the 5,000-unit minimums that are common with offshore manufacturers.
Timelines are set out in the development plan for your project. A ready formulation with existing packaging moves fastest; a custom formulation adds sampling rounds and stability checks before production is scheduled.
How to start
Send a product brief and choose “Private label” as the development route. We will reply with formulation options and samples to consider.
Frequently asked questions
What is the difference between private label and white label skincare?
The terms are often used interchangeably. Strictly, white label means an identical product sold by several brands under different names, while private label implies some adaptation for one brand. Celcode's ready formulations can be adapted - fragrance, colour, texture and packaging - so most projects are private label in the strict sense.
Can a private label product be exclusive to my brand?
The base formulation belongs to Celcode's range and may be used by other clients. Exclusivity is possible through custom formulation, or by agreeing adaptations that make the product distinct. Raise exclusivity at the brief stage so it is settled in the contract.
Who is responsible for notifying the product in Singapore?
The company that places the product on the Singapore market - your brand - submits the cosmetic product notification to the HSA. Celcode prepares the technical documentation, ingredient listing and labelling checks that the notification needs.
How fast can a private label product launch?
Faster than a custom formulation, because the formula already exists and has been through stability work. The timeline is set by sampling of adaptations, packaging lead times and notification. Your proposal sets out the schedule for your product.
